The acting defense secretary, Patrick Shanahan, notified Congress on Friday that he intended to shift $1.5 billion that had been designated for the war in Afghanistan and other projects to help pay for work on President Trump’s border wall

Pentagon spokesman, Tom Crosson, said the $1.5 billion would be used to “undertake fence replacement” in and around Tucson, Arizona, and El Centro, Texas

https://www.boston.com/news/politic...fting-1-5-billion-to-border-wall-construction

The Pentagon is expected to shift about $6.1 billion to help build a border wall, including about $3.6 billion from military construction projects, some of which will be delayed. The Pentagon has not yet announced which projects will be delayed in order to free up those funds.

CNN has obtained photos showing the dire conditions migrants are being held in at the McAllen, Texas, Border Patrol station. The photos show adults and children sleeping outside on the ground — in some cases on rocks — as well as packed into tents and covered with Mylar blankets. The photos were supplied by a source who said they were disturbed when they witnessed the conditions at the station over the weekend.

Responding to the report, an official from the Department of Homeland Security said, “The border security and humanitarian crisis continues to worsen. Current facilities and funding are inadequate for migrant flows.”

Appeals court finds Trump administration’s move to end DACA ‘arbitrary and capricious’

May 17, 2019

A federal appeals court ruled Friday that the Trump administration had been “arbitrary and capricious” in its bid to end an Obama-era program that shields young undocumented immigrants from deportation.

The U.S. Court of Appeals for the 4th Circuit partially reversed an earlier ruling in the case brought by the immigrant advocacy organization CASA de Maryland.

In a 2-to-1 decision, the court said the government had failed to “give a reasoned explanation for the change in policy, particularly given the significant” interests involved, according to the majority opinion written by Judge Albert Diaz and joined by Judge Robert King.

Separated Children Dying In U.S. Custody, So Republicans Remove Democrat's Remarks From Record

She (Rep. Lauren Underwood (IL-14) said the deaths were the result of an intentional policy decision, which they are. But Republicans didn't like the sound of that, naturally. So they had her remarks removed from the official record.

After some wrangling, a vote was taken on whether her comments should be stricken from the permanent record. And you'd be as surprised as I was to learn that, even though Democrats now control the committee, the motion passed. Huh? All the Trump sycophants Republicans voted to censor, but because ten Democrats were not in attendance, the motion passed and her remarks were stricken from the record.

See, if you're going to fight against (Trump sycophants ) Republican lawlessness, it'd probably be a good idea to show up.

Children are dying in #ICE detention, and asylum-seekers are being sent
to Juárez to wait until 2020 for hearings, while their identity documents
are confiscated. These are the latest developments of "zero tolerance" i
mmigration policy.

7:05 AM - 30 May 2019

In a twist that only Kafka could have imagined, the attorney representing the Department of Homeland Security said that if he withdrew from MPP, the man would be detained, because without MPP status, he would not have legal permission to travel through Mexico. The agency did take him back to Mexico that day, but kept his Salvadoran identity document. After several days, he managed to travel by bus back to his town in El Salvador, and the U.S. government agreed to close his case without prejudice (meaning without a deportation order on his record) but his documents have not been returned, thus making life in El Salvador even more difficult than before he left.

When people return from court in El Paso, they are on their own to find shelter in Juárez. The Catholic diocese and other churches provide most shelter space with little financial support from the Chihuahua state or Mexican federal government. People usually have no documents since CBP takes these away when they are initially detained. They have no legal permit to live, work, or travel in Mexico, though many find jobs in the informal sector; others report being recruited by criminal organizations to sell drugs, or even to carry out assassinations. Migrants report having been robbed, kidnapped, or extorted. According to local media, nearly 600 people have been murdered in Juárez so far this year, including three Honduran migrants who were killed on May 3.

CBP is confiscating asylum seekers' documents while they
"remain in Mexico." Asylum seekers are now being given
initial court dates of Feb. 2020. This means they have no
legal permit to live, work, or travel in Mexico--i.e.
return home.

There should be more reporting on this.

Extending 'Zero Tolerance' To People Who Help Migrants Along The Border

Arrests of people for harboring, sheltering, leaving food and water or otherwise protecting migrants have been on the rise since 2017, when then-Attorney General Jeff Sessions ordered federal prosecutors to prioritize cases covered under the harboring statute.

She Saved A Girl from Dying, But the Border Patrol Put her investigation for human smuggling

Nine and half hours away by car from Ajo, in the west Texas town of Marfa, another case is unfolding that pits the government against a four-time elected city and county attorney, Teresa Todd.

The young man told Todd that his sister, 18-year-old Esmeralda, was in trouble.

"I mean, she can hardly walk, she's very dazed," recalled Todd.

The migrants took shelter in Todd's car while she called and texted a friend who is the legal counsel for the local U.S. Border Patrol, asking for advice. Before that friend could reply, a sheriff's deputy showed up. The deputy called in the U.S. Border Patrol.

An agent was soon reading Todd her Miranda rights. Eight days later, a Department of Homeland Security investigator accompanied by a Texas Ranger arrived at Todd's office with a search warrant for her cellphone. Todd says she was told she'd have the phone back in a matter of hours.

"It makes people have to question, 'Can I be compassionate'?"

Speaking by phone from the migrant detention center in Sierra Blanca, Texas, Esmeralda said of Todd, "I'm really grateful to her." She said doctors told her she was on the brink of death by the time she got to the hospital.

He Now Faces Up to 20 Years in Prison

(link)

10:23 AM - 29 May 2019

A film exposed what Border Agents did at the border.
The next thing that happened, is that they arrested Scott Warren.

SCOTT WARREN: Thanks. I was at the Barn, which is a property in Ajo.

And at some point, they said that they saw me speaking with two men who they somehow determined to be illegally present in the United States.

And so, they set up kind of an operation to raid the Barn, through what they called a knock-and-talk operation. And so, about 5:30, late in the afternoon, early evening, a kind of a convoy of Border Patrol and sheriff’s deputy vehicles entered the Barn, the property there, and at that point I had informed them that they were on private property, and they didn’t have a right to be there. And they persisted and sort of went to the entrance of the Barn. And by the time I kind of arrived at the entrance, where they were kind of looking inside the building, they had already had these two men, who were, they determined to be, illegally present in the country, and they were sort of detaining them. And then, at that point, they informed me that they were going to arrest me and that I was being arrested for harboring.

CATHERINE GAFFNEY: That’s right. And this is really a somber moment for us, as we go to trial today. Scott is being prosecuted for, as you mentioned, providing food, water, clean clothes and beds to two people who asked him for help. So, what we’ve seen in No More Deaths recently is really an escalation of a long-standing war on the lives of undocumented migrants and undocumented communities in this country. The crisis of deaths and disappearances on the border has been ongoing. There’s more than 7,000 known deaths in the last two decades, and, as Scott said, that’s a vast undercounting of the true number of people who have died or gone missing. But what we’ve really seen in the last several years is a ramping up of attacks, not only directly on the lives of undocumented people crossing through the border, but also on those who make it their work to stop and help people and try to prevent these deaths and suffering.
