Well, yes, it has. WWII in Bly, Oregon. One of the bombs sent over by balloon killed six people. This in no way equates to what others around the world have suffered from bombs, but it did happen.

I'd almost forgotten about that one. I have heard of it before. Still, by World War II standards, it was a rather piddling attack.

I would agree. Unless a story has very few votes, a single 1 vote isn't going to do much to the score. For example, if a story has 100 votes that average 4.5, a single 1 vote drops that average to 4.46.
