Way back when, in the 90s in Sweden, you had to pay a license to own a TV. Nowadays it's baked into taxes, but in those days it was a separate entity who collected the fees for this license.

They had a series of commercials which would have made David Lynch proud: "Do you want a snail on your eye?". The premise being that anyone who avoided paying this license (as the entity couldn't prove whether or not you actually owned a TV) would get a snail on their eye. They had people going door to door, nation wide, and forcibly entering via the old shoe-in-door trick just to check if you owned a TV or not, if you weren't paying.
