The only explanation I can see is she expects her party would lose the seat in a special election.
Same, but I don't see why she'd be afraid of that when the Dems have been killing it in special elections everywhere and Trump is getting more unpopular by the day.

BREAKING NEWS ALERT: Former Delaware Governor Michael Newbold Castle passed away in Greenville, Delaware at the age of 86. He served in the Delaware House of Representatives from the 6th District from 3 January 1967 to 7 January 1969; Delaware State Senate from the 1st District from 7 January 1969 to 4 January 1977. In 1980, Castle was elected to statewide office as the First State's 20th Lieutenant Governor and served from 20 January 1981 to 15 January 1985 and was elected as the First State's 69th Governor in 1984 with 55% of the statewide vote and reelected in 1988 with 70% of the statewide vote, serving from 15 January 1985 to 31 December 1992 when he resigned after being elected to the US House of Representatives representing Delaware's At-Large congressional district.
