Michigan Dem Gov Whitmer refuses to call an election to fill a vacant seat. A Dem state senator vacated a seat when she moved up to congress. Whitmer keeping her own party one senator down would be a strange decision. The only explanation I can see is she expects her party would lose the seat in a special election.

Same, but I don't see why she'd be afraid of that when the Dems have been killing it in special elections everywhere and Trump is getting more unpopular by the day.
