Uploading a text file

My story submitted recently was delivered in text format. I have used this same format before with no problems. This time though when I look at the uploaded format for submission, all the quotation marks have been changed to a black diamond with a ? on it. Has something changed. I write in word, copy Ctrl C the whole story and Ctrl V into the text editor. It all looks OK although I usually have replace paragraph breaks. Any ideas anybody.
