If a person's place of birth was the US state of Rhode Island, it is proper for him or her to say "I was born IN Rhode Island. If that person happened to be born on an island and the name of that island is "Rhode Island" then it would be proper to say "I was born ON Rhode Island. If the place of birth happened to be a cave on Rhode Island, the person might properly say "I was born IN Rhode Island." Since I was born in Illinois, either statement would be improper.
