I would think that all countries that have nuclear weapons have
strategies and targets for their use. It would be pointless
having a weapon if you didn't have a stategy for it's use. No great
surprise on the list of targets either.

Are they telling us we 've had all these goddamn missles and bombs ready to be used all these years and no game plan as to how and when to use them. OH SHIT! That's not good. To many peckerheads have been in charge over the years.
