That does seem to be a problem with their form of government. In the 19th century that problem didn't arise because the Congress was the primary arm of government (Henry Clay, Daniel Webster and John C. Calhoun are better remembered than any of the Presidents of their time).

They'll have to do something about the pardon power and the President's fetish for "executive orders" and his saying he doesn't feel like having the government spend money on the things Congress has appropriated it for.
