Depending on where you are, the places I would think to try first would be the University towns; Carlisle or Penrith would be the places I would start looking.
If you live on the coast, there is quite an active swapping scene in Whitehaven and Workington, or at least there was about 10 years ago.
Try a subscription to one of the swapping / swinging mags in the UK?
The main thing when looking is to think about making the friendship first, and be open about what you want and what you will and will not allow and feel comfortable with.
