The right to choose: PROcrastination

I have been meaning to write this thread for quite a while now. It is a subject that means ALOT, ALOT, to me. I just couldn't get around to it for some reason or another. Do you believe that we all have the god given right to PROcrastination. I'm not joking. I've heard some senators are getting ready to sponsor a bill to ban PROcrastination. They just haven't found the time to get the bill moving, but you know its coming. Should the government or the church be involved in this decision? Take your time, there is no need to rush your answer.
