Just a rumor. I can confirm nothing. She said it in regards to the couple that went before her and they bought a bunch of food besides. I just had this image in my head of them getting home and tossing the chips straight into the garbage. "The ruse worked! Finally! *pops open a can of Friskies*" It was a weird conversation.

That's been happening for years. Poor persons on a limited pension can't get or refuses aid. When I was young I knew such a person, though we were poor too, we'd leave a small bag of canned goods once a month on her porch.

We knew because we saw her buying cat food and she didn't have cats or strays. I was told by guardian she was likely eating it, very sad.
