I might also. But it is at least an attempt at progress.
In a world where someone is named Chantel Sheaks, there are many imperfections.
I'd compare it to "Don't Ask, Don't Tell" as a law. It's a first step that's full of ridiculous compromises where reality is not assessed and needs are not met. But it will set a precedent that can, through time, be refined and although it'll still not ever be good enough for anybody, it has the potential to get better if we're not >ALL< total idiots.
