April 23, 2004 | BATON ROUGE, La. (AP) -- People who wear low-slung pants that expose skin or "intimate clothing" would face a fine of up to $500 and possible jail time under a bill filed by a Jefferson Parish lawmaker.

State Rep. Derrick Shepherd said he filed the bill because he was tired of catching glimpses of boxer shorts and G-strings over the lowered belt lines of young adults.

The bill would punish anyone caught wearing low-riding pants with a fine of as much as $500 or as many as six months in jail, or both.

"I'm sick of seeing it," said Shepherd, a first-term legislator. "The community's outraged. And if parents can't do their job, if parents can't regulate what their children wear, then there should be a law."

The bill would be tacked onto the state's obscenity law, which restricts sexual activity in public places and the sale of sexually explicit items.

Joe Cook, head of the American Civil Liberties Union's Louisiana chapter, said the bill probably does not meet the U.S. Supreme Court's standard for the prohibition of obscene behavior under the First Amendment.

"What about a woman who is wearing a bathing suit under her garment or she has something like a sarong wrapped around her and it's below her waist," he said. "I can think of a lot of workers, plumbers, who are working and expose their buttocks . . . ."

I can't imagine having done this if it had been trendy in my youth, but then I never wore tie-dye, and never got pop music after the early seventies.

I do feel irked that this public 'servant' is only now proposing this law. The girls' butts offend him, but as the article throws in at the end, what about mens' butts all these years? No one thought to fine them (most of whom have Homer Simpson arses).

I was coming home from work one day and there was a guy out on his porch, butt facing the street and 4 inches of crack was showing......ugh. I almost hit a pole. It was ssssssssoooooooooooo wrong. It's bad enough to see some of those sights on a beach.

Mixed feelings,

I like the T-back presented in a pair of lowcut pants. It is arousing to say the least. I know the position of the girl who is sitting as well, and displaying plenty of crack. All very cool in my book. Hey if you're going to display it I am going to look.

Now on the flip side. There is definately something wrong when you dress your 11 or 12 year old with clothes that displays unmentionables. I agree with the above if the parents are not going to protect the youth then something needs to be done. If that means baning the clothing for all ages then so be it.

I happen to live in an area that seems to be flooded with obcsenely dressed people. I am a naturalist and I wouldn't allow my daughter nor my self to dress so provocative in public. Why the parents have no common sense is beyond me.

If you send a girl out with her friends and she is noticeably braless, pants so tight and low. Not to mention with several other hoochie looking gals. You are asking for trouble! Boys with wood don't think so clearly. Laws are laws, but they don't stop actions from occuring before the punishment. Especially if we are talking real young and not so worldly wise.

Older women should know how to secure themselves and not be placed in a situation. Kids we are talking kids dressed or undressed out in public alone trying to turn heads with their body. (There is something very wrong with society to even sell clothing of such a nature targeting the pre-puberty crowd.)

I don't think such a law will make it's way down here as I still see females barefoot and dressed in only a thong walking around wall Mart. (No wonder spring break is big here, besides the weather) However a law for under age clothing restrictions would definately get my vote!

Fasion is great and an expression of ones self. Care still needs to be applied as to what statement you are making and how that effects others around you. Adults is one thing kids is another.


I also realize my opinion is not going to make a hell of allot of difference. Go into any mall clothing store and just look what is available for young girls. Puke! Legal or not, to wear the crap is disgusting and that is what is promoted to the youth.

I can't recall the source but I remember someone saying she always wanted to get some fresh wall putty and spackle up all those exposed butt cracks.

I think the low-ride fashion is ridiculous, and every time I see a rapper with his baggy pants hanging half way down his ass, my fingers itch to walk over and pull them ALL the way down - and run like hell!
But, nevertheless, I defend every person's right to show thongs/buttcracks as much as they want, provided I still get to make fun of them.

As for the trouble girls could get in by flashing their thongs, hey, my opinion is that a girl should be able to walk naked through town without getting raped, coz NO means NO.

Regulating clothes by law seems stupid, to me.

yes, dress code by law is a scary though IMO, even if its intention are the purest.

But.. doesn't it disturb you when little girls, no more than ten, twelve years are dessed up, or shall we say un-dessed up, like a skin trade shopping window? I know it disturbs the hell outta me. I just want to step in and give their parents a good hard slap.

I have a newspaper placard at home that says The Court Took The Child - Parents Were Too Kind. The bottom line in that story was that the parents were allowing their kid to do exactly anything, however wrong. Kids of all age want to be like the older kids. The only problem is that who those older kids are that the young kids looks up to has changed in the last decade or three, from people around them (older siblings and friends) to who is the prettiest and most popular starlet face (and waredrobe) this week on TV.

Let adults do and display whatever they damn well please. But if a law is what is needed to let kids be kids, then I'd be all for it.

Laws don't dictate behavior, they only dictate what behavior is legal, and what is not.

So the whole, "we're doing it for the good of those innocent, nieve little girls" idea is just wrong. Rather than keeping those 'innocent girls' safe, these laws will make *them* the criminals.

'Member how safe prohabition made everybody? It was after all, for their own good.

I said it before and now I waill agree with Liar. There is a problem when 9,10, 11 and 12 year olds are dressed to flaunt there stuff.

Yes it is 100% the parents fault. Yes it should be the parent that stops the insanity. But they don't!


Viewing a 55 yearold fat plumbers crack is just distasteful. letting your preteen run around dressed like an adult looking for action is just wrong.
