Underprovided? Hmmm, I guess this is part of the plan for those who think taxes are merely a legal obligation. They don't see the folks who are affected by underpaying or not paying taxes.
Like the very wealthy, who are tax averse, and their underpaying can add up to significant amounts of under funding. Funding used to provide food and shelter to poverty stricken families.
