The study's conclusion says it all. If long term or permanent reduction were apparent, the conclusion would not have said otherwise. That's why it's important to not only look at data, but look at the author's comments on the data.

If you wouldve relied on the author of the study rather than the obvious biased analysis who made their own conclusions, you would not even be arguing the point.

The researchers who authored the study are credentialed, their methodology is spelled out, their work was peer reviewed and published in a respected medical journal.
