A brother & sister enroll in a study abroad program in a Middle Eastern country. They share an apartment & because the country is very conservative, they both don't get much chance having "fun". They start to turn to each other, first as a sort of brother-sister teasing games, then it get serious.

Well if you just want hot steamy brother-sister porn, there is lots of that floating about at Lit (see my stuff, "My Sexy Sisters").

But to capitalize on the Middle East angle would make it something special. I'd suggest the first chapter have the bro and sis doing it together in their room, but that subsequent chapters rope in (formerly) innocent participants from the local society; young but rebellious members of the indigenous society that are looking for that "something extra."
