No, I think her motivation should be purely philanthropic. If her BF or brother want to help, they should take out their wallets and shell out some money. They could also lend paddles to people who don't own one. BTW the donors should be both male and female.

I like it. There would be a counter where the proper implements are laid out.
Now - is the volunteer over the lap of the spanker? Or is she leaning over a support?
Or - for a larger donation - the lady is over the spanker's lap?
This could be some fund raising fair - a spanking booth set up, across from the kissing booth?

And the film crew stays to tape the event. Likely the news guy would put in a few dollars, just to make the story better.
And if it was a news gal - the camera crew would be paying extra so that the could get her having the volunteer naked in her lap.
And costumes - it's a charity after all - so school girl, maid costumes would be available.

At some events they raise money by "arresting" people and putting them behind fake bars until their loved ones pay "bail". Perhaps the set up could be similar.
This might believably fit in if the charity were putting on a renaissance faire to make money... so entrance raises money, but, side events like people being arrested and placed in the stocks for punishment. Then, other people (including strangers) can pay their bail to release them... or pay a fee to be the "executioner" who gets to spank them.
