It's not like I was pulling anything over my head. I was changing from a button down blouse to a button down cardigan.

In later years as a police commissioner there were a regular number of complaints received annually from women complaining about cops harrassing them for dates.
Chances are, like you wondered, he didn't see you changing, but ran your plates while looking for a date for the weekend.
Watch for wrong number or hangups over the next few days/nites at home.
