There usually are things in my own experience which will spark a story for me, especially if it's quite a long story with proper plot development. If I'm writing a little one scene stroker, it will usually be a fantasy, then I'll start to imagine characters and give them some back story.
There is a lot of discussion on the FAWC6 thread about how we write stories, from those of us who took part and put stories in to the challenge. If you start from this page, this is after it was revealed who wrote which story and we start telling what went into our stories:

(FAWC - Friendly Anonymous Writing Challenge. In this case, we were given four words which we had to use in our story. This FAWC was special as it was in memory of the writer who set up the challenges and used to run them on here. More information in my blogpost.)
