I would have thought a thread like this existed already, but I could not find one.

How about working together to develop ideas into stories?
I have plenty, but lack the motivation and expertise/knowledge to pursue some of these by themselves.

So how about a place where writers could pitch their ideas OR state their interests and look for an interested co-writer?

Story Ideas Forum is more about sharing and discussing ideas than coauthoring them. This should be the right place for this topic, although there's no harm in creatingone there too.

This sort of reads as saying "I throw out an idea, and you write the story, but I get coauthor credit."

Most writers have plenty of ideas. Turning ideas into story is the time-consuming and difficult part.

Author's Hangout - I have a idea that I posted here (link) that I would like to co-author with someone, that involves kinks/interests X, Y and Z.
Seems like a logical solution to me.

You would probably have more luck by approaching an author whose work you know and like, that might be more of a platform on which to build a collab.

Having collabed with three different authors, I’ll say it’s not straightforward all of the time. It requires a very accommodating and low-ego approach to the whole thing.

The very few times I've taken another's idea and run with it, it's always been them reaching out to me because they specifically like my work and feel like it would compliment their own ideas.

Yeah. The only [unpaid] commission I ever did here was for a long-term reader / commenter who was able to articulate an interesting idea, explain why he thought I could write it, and gave me close to carte blanche on the actual story (working around his plot and character notes).
