a snake isn't gonna drink from a river and sprout a leg. it has to happen before fertilization of the egg through DNA damage. or manipulation.

That's actually a really common snake mutation. I've worked reptile shows before and there's always at least one of those "legged" snakes.

Snakes have the joints to have 4 legs, like other critters, but they generally don't develop, or develop into small "spurs". Sometimes, they develop either fully or partially. I live in coal slurry country, so that might explain why there are so many mutants, but they are neat to look at.
