if he is the exhibitionist, he should wear some kind of exposing outfit.
very practical advice given here... make sure you have enough skirt to not have to sit on a surface in public with your bare skin - for lots of reasons you can probably easily think of. Alternatively - no sitting down in public in such an outfit (which probably makes it less exhibitionist altogether) or just keep it at home for fun and games.
