If you shave daily for a while (weeks to a couple of months), it shouldn't get itchy. Your skin has to go through a period of adjustment.
I don't know why you're cutting yourself if you're holding the razor securely, using vertical strokes (perpendicular to the blades) and pulling the skin taut. I've used the Quattro for years, and it's the only razor I've never cut myself with, even on the trickiest areas.
I recently tried Magic Shave Powder (it's a depilatory for black men's faces and available everywhere) on Hubby. It was easy, and caused no bad smell or irritation, unlike Nair and Veet. I think it (and especially the Sensitive Skin formula) is much gentler and has fewer irritating chemicals (actually most of the ingredients are good for the skin) than other depilatories, just because it is intended for use on the face. It stays smoother longer than shaving, too, although it does take longer, so you really don't save any time overall in the end.
So, perhaps you should give it a try and see if it works better than shaving for you. Do make sure you follow the instructions carefully, including doing the test first, as some people have reacted badly to it (though from our experience, it seems a lot less risky than other depilatories; I'm even going to try it, in spite of problems with Nair and especially Veet in the past).
Otherwise, you could give waxing a shot if you have the money. Or laser hair removal, but that's very expensive (though less so than waxing long-term).
