Sexual harassment?

I am looking for some advice on a plot construction for a story I'm working on, and I figured this is the place to look.

The story involves a secretary who is propositioned by the top boss at the local branch of the company she's gone to work for.

I know where I want the story to go, but I'm not sure of the mechanics of getting there. I am not very well-versed on corporate law, but I thought there might be some readers who are. My questions are thus:

1. What exactly is involved in filing a sexual harassment charge in a case like this?

2. How much hard proof does the victim need in order to make the case believable?

3. Is the first step going to the company's HRD or is this something for the authorities (state or federal)?

4. Can the victim be proactive? That is, can she file a charge before punative action is taken against her by the boss, or does she have to be damaged in some way before she can make an accusation?

5. How much of a settlement could she expect in the event she wins her case?

I think you can see where I'm going with this, and if respondents have some other angle that I haven't covered, please feel free to offer your suggestions.
