Well in my part of the world there are still phone booths. And likely to stay for a while as many double as wifi hotspot nowadays.

Anyway about the story idea: you'll have to come up with something really special to make it even remotely believable that two total strangers will start having sex in public just like that.

This is Lit. Plausibility has a low threshold, especially in a "short stroker"- once the sex starts, no one pays much attention to plausibility. To make it work, just start with the street being deserted- everyone but our couple having sensibly run for shelter when the clouds appeared. Then something like:

"The clouds made the day as dark as night. With the rain pounding against the booth in sheets, they were sealed off from the world. It was like they were alone in a cave..."
