The latest is Emanuel Macron subtly admonishing Biden for calling Putin a butcher and saying that the war will go on for many months or years.
"We should make any verbal compromise to stop the war" said Macron.
It seems like Biden is starting to irritate top European officials, not just talk show hosts.

Why is Biden acting like that?

Is he merely (dementia or not) talking before he thinks?
Or is something more sinister at play, like the fact that Americans always wanted this war.

They knew for months that Putin intends to invade, and good on the CIA for training Ukrainians militarily, in January.
But on the other hand politicians' pre-invasion negotiations with Putin were incompetent and weak, and Biden --in yet another foot-in the mouth-iitis-- told Putin: "go ahead, invade and see if we care & what will happen".
