I think it will be declared unconstitutional. On another level, cities in California have no power to write gun control laws of their own. We know this is true because Diane Feinstein tried this in San Francisco when she was Mayor and was shut down by the courts.
 
So your hobby becomes more expensive. How is that disarming, or violating the Constitution?

I’ve seen gun owners on this board complain about the rising cost of ammo, gun safes and range fees. But the Second Amendment doesn’t say that guns need to be affordable. It does say that armed citizens need to be regulated.

The same way a poll tax prevented some people from voting, insurance would prevent some from owning guns.

Voting is good behavior. Playing with guns is bad behavior, except for professionals in law enforcement.

When you attach a dollar penalty to anything....all of a sudden folks seem to get some sense. Sounds like a good idea! Just like making folks pay for false alarms with home security systems.
