Lets say I've lived long enough to know BS when I see it; the cops have inflated their worth since the days of DRAGNET, and now I'm deflating them and plenty of others.

James Q.Wilson wrote BUREAUCRACY; its a dandy treatise of how government worker bee's function or dont function. When the goals of agencies are concrete and respected by management/pols cops perform well. When the goals are vague and transient, and management's job #1 is avoiding criticism and lawsuits, the cops duck & cover, too. FOLLOW THE LEADER is the name of the game.
