So at first I was going to give a bunch of reasons why I thought this idea wouldn't work. Because as presented I don't think it does. It's a false dilemma. But there's a nugget of something I really like here: the crime organization is a really great area to explore incest themes in a dark and complex way, especially if it's the sort of tight, family-run mafia organization. There's secrets, there's a framework of control, and there are really high stakes. I don't think forced incest works as punishment. Especially since family honour is a strong theme in the crime genre. Within that world, incest is something that deserves punishment, or has lasting consequences if it goes unpunished.
