So... I've gotten capped. What does that mean? It means that when I went home this weekend and used a 56K, pages were loading faster. I got capped by my ISP for doing what they consider to be too much uploading. How much is too much? There isn't a set number. It's completely arbitrary. Depends on the network tech and his mood. Great. Of course, they don't mention this in their contracts, they just say "Speeds not garunteed" which lets them fuck you.

All ISPs do this, too.

Sigh... please move little progress bar... please move.

It depends on the ISP and your use. Some ISPs, such as DirectWay (a satellite) ISP will automatically cap you if you download too much. My ISP (Starband - another satellite ISP) doesn't cap anybody, but they do limit upload speeds because of the nature of the link.

I think the idea for "capping" is that the ISP believes (quite possibly correctly) that excessive uploading indicates that you are attempting to be a server, maybe for filesharing, etc. If you need to fileshare or perform other server like processes then placing your files on a server that is nearer to the backbone is the proper way to do that.
 
I think I've been capped, even though I hardly upload. I do a lot of DL, but data transfer speed seemed to have been halved.
