I'm not really sure I understand your question, but...
You can't post attachments that you've already posted if they have the same name. So, if you want to attach a pic that you've attached to a thread previously, you must rename the image file on your computer to attach it to a different thread.
However, you could hotlink the images you've already attached in other threads. To do that, you would open the list of your attachments, right-click on the pic you want in the new post/thread and copy the location/url.
Then you go to the new post/thread you want to put the picture into, click the
button on the post, and paste the URL of the attachment into the box that pops up.
Preview your post to make sure the image shows up correctly (a common problem is having two http:// 's at the beginning of the code), and if it does, submit the post.
There are more detailed instructions on hotlinking (inserting images that are hosted somewhere on the web directly into posts) in the FAQ sticky Eilan linked to if you need them.
