Question about drug use in a story.

Trying to define "most" readers is a fool's game. It will be distasteful for some, others will love it, others won't bother reading it at all.

That sounds like a fun story I would enjoy. I'm mostly into femdom or other sorts of D/s related stories, so merging the femdom and 'mind control' style element seems like a fun twist.

As far as rule concerns, I didn't see anything saying Drugs are not allowed. The only issue I could potentially see is the relating to this one.

There is no prohibition on drug use in stories, but you will need to tread carefully around the rules on non-consent, as OddLove pointed out.

Put it in Mind Control.

The drug part only comes into play towards the end of the story, but putting it into the Mind Control category (instead of NC/reluctance) might be a safer move.

Well, the drug does make the protagonist do things he normally wouldn't do.

It does lower inhibitions as well, but it basically plays around with testosterone, making the male-subject very horny and equally submissive to the gender(s) they are attracted to.

They feel warm, fuzzy and horny with a desperate need to please women (in the story), often incapable of refusing a command for long, the compulsion and arousal building until their willpower finally melts away and they have no choice but to obey.

But yeah, Mind Control is probably the right place for this story.
