Marx may have said that communists "disdain to conceal their views and ends", but Lenin wasn't exactly announcing his plans in the press in 1917.

History is a narrative. It attempts to be as complete a narrative as possible, but obviously, it will never be a complete story of events.
I think "conspiracy" implies intent. If a small group is working openly to achieve some end, and are not noticed by the larger society, I would not consider them conspirators.
