Just like the months of denials of Russia's theft of Crimea by Russian troops, Putin has now begun the process to fully admit Russia's involvement in interfering with the U.S. presidential campaign. Specifically, the use of "patriotic" Russians.
The word patriotic is especially interesting because when one does something which is patriotic, the idea is they are doing it to benefit their country. So why would Putin deny Russia's obvious involvement in hacking and interference, but then turn around and admit people working for Russia were involved?
It's almost as if he's sending a subtle signal to the con artist he'd better shut down those collusion investigations as quickly as he can or more "patriotic" Russians might be revealed who have more insight into the backroom deals which have been going on.
