Me don't think so. I think that, in most cases, the younger one is the easily accessible victim for the older one to explore those weird puberty-urges. Even if the instigator may think (or more likely, may pretend to think) it was pretty level and innocent, the other party may experience this very differently.

Depends on age difference, if its a couple of years I don't feel its a factor. If its 5+ then I can start to lean your way. I began to read a story here some time ago where the brother was 12 years older and fully taking advantage, but 20/18 doesn't really give me that vibe.
