What it means is that there was more potential downside exposure to try the case than there was to settle it. And we all know Trump never settles cases.

I believe that if he thought even for a moment that he was going to prevail in court in his defense of the discrimination case he would have litigated it all the way up to the supremes before he would settle. Based on his own words, of course, which we all know by this point are pure BS.
Trump is like the guy that every time you see him he says "I'm not right handed." And yet he never does anything with his left hand.

Looks like Comey might be in a jam:
If fraud is suspected ( God knows it's all over the news ) in FISA applications, why aren't the FISA judges doing their own internal inquiry. You would think SCOTUS would initiate an external panel to investigate FISA procedures.
What I'm saying is that the FISA court isn't supposed to be a rubber stamp. Thus, the judges should be held to a higher standard about examining the basis for the warrant. If the gov submits a affidavit, then the judge needs to spend the time reviewing it and the evidence looking for holes and inconsistencies. Even more so than for a standard warrant because of the issues and protections involved when it comes to US Citizens.
If all the judge does is go down a checklist, they aren't doing their job and shouldn't be on the bench ANYWHERE.
2 years after Comey ADMITTED he did it, and the articles that show he actually DID leak materials, there's still an "investigation"? Into what?
