This has been done on a smaller scale in the US. The manure would eventually be made into fertilizer.

It is a good idea for dairy farmers and feed lots.

It is just unfortunate that like a lot of things that comes from Washington, Sacramento and other capitols, that Political Bullshit is more plentiful but provides no biogas benefits.
