I think the odds are against this being ideological, aside from an ideology of enjoying hurting people.

It does appear that whoever did this did not account for the fact that the finish line of the Boston Marathon is a heavily photographed area. Once it was determined that the bombs were planted outdoors and not in a building, it was only a matter of time.
