This whole thing is silly stupid and it reminds me of an incident in Viet Nam so long ago. I had to pick a new 'Seals' team for training and two young Marines were among my choices for the 12 men I chose They were both Spanish, big and smart assed and just the kind of guys I needed (and wanted) so I chewed them out in Marine lingo when both said they couldn't understand my language and I challenged them to learn English as I spoke and I offered 'em 2 minutes to get it done. Both snickered at the idea amd I called them out of formation and braced 'em and then knocked both of 'em on their ass. Nobody has good balance while at attention.

I asked if they were "gonna do something about it" and they charged. In about 2 minutes they stood up again and spoke perfect English ... the Loring School of English, we still call it that when we get together. Just 2 Spics and a Dumb Dutchman ... we made it work for us

A thought occurs to me: Sometimes I see a motel swimming pool with the warning "No lifeguard on duty." I wonder if the city of Phoenix will post a warning "Lifeguard unable to swim."

The competitive local swimmers, who are mostly white, would probably be better at the job than somebody who just learned to swim a few days earlier. That's not what affirmative action is at all. Affirmative action policies seek to preferentially hire qualified minority candidates to increase diversity IF diversity is a problem. So a police department that covers a Latino neighborhood might want to implement an affirmative action policy in case its police force is all white men. When they're sifting through the pile of workable candidates they've interviewed (meaning they're all cops who have passed the tests and successfully completed the interviewing process), they might want to give preference to certain applicants based on race or gender in order to construct a police force that better reflects the population it serves.
