If you follow a fetus from conception to birth... it's actually a pretty good course in evolution. and in answer to your specific question, a penis would be an 'evolved' clit. because all fetuses are female up to a certain point and then, if chemical conditions are correct, they 'become' male.

Seriously, guys/gals, just because the fetus is female and the penis forms later, doesn't mean it "evolved" - it means it formed later. Evolution used in the context of biological changes to organisms over time, generally refers to organisms changing from one generation to another.
Whether the cause of that change is intentional (e.g., genetic engineering), caused by "random" mutation, "natural" selection, etc. is another issue. From a religious perspective, it is entirely possible that a universe creator could setup a system of physical laws that would result in an "evolved" universe - such as how ours has.
That creator could then also, from time to time, meddle a little to tweak the evolution of life on a planet to move it in a particular direction. Hell that is what we are just learning to intentionally do now with some amount of precision, and we have done it intentional with domestic animals (via selective breeding) and plants for millenia - why would it be improbable that a much more intelligent and knowledgeable creator could do the same thing?
I see no conflict between "creation" theory and evolutionary theory, as long as both are consistent with the evidence that we actually can examine. Those creationists that come up with all kinds of wild theological theories to explain away the inconsistencies just dig themselves deeper into an illogical hole. Others like me allow for the fact that the Bible did not go into a lot of detail about creation, and much of that was highly symbolic.
