The core issue is the high crime rates in these neighborhoods, which force businesses to shut down. Retailers can’t absorb millions in losses from shoplifting each year. While robust security could help, it raises costs and prices to the point where profitability suffers. If those neighborhoods want grocery stores, the people living there are going to have to protect those stores against their criminal element.Grocery stores need proper subsidies to keep them in neighborhoods that need them. The free market doesn't make money there and will leave.
