However, she is California.. which means even if she held a baby upside over a balcony, she is still a good mom.

I agree that California can be overly permissive when it comes to this sort of intervention. But I have no doubt CPS has been watching her for a long time.

They're probably waiting to have an iron-clad case to take the kids, because they know every camera in the state (and many from out of state) will be rolling when they do.
