I find it hard to think the AG would bring these charges against a sitting NY mayor without good evidence (yes, it's a possibility) and that same evidence has been built from the bottom up: all the other people indicted from his team, the people who've suddenly quit their jobs, seized computers and documents, and information offered up by those seeking lower sentences themselves.
