At least, according to oggbashan in this thread about purported no-go areas in Britain. ogg, being British, should know more about it than we Yanks (we've yet to hear from anybody French, AFAIK); and nobody has posted any proof to the contrary.
 
The idea seems to be based on the government-designated Sensitive Urban Zones, which simply means poor and rough neighborhoods. There are 752 of them and they do have some social problems, but they do not appear to be no-go areas or Shari'a ruled enclaves.

It also means areas that were heavy industries that have closed and left derelict land. The definition brings regeneration finance and tax breaks for industry (not that the French government is very business-friendly - the Channel Tunnel has meant several French companies have migrated to Kent).

What I heard is the no-go areas are Muslim communities hostile to and dangerous to law enforcement, ditto social services, utilities, etc. In a nutshell the government cant work in those areas.

[shrug] Apart from the "Muslim" part, many neighborhoods in the U.S. would meet that description.

No road repairs? No health care? No inspection services? No park maintenance?

Not true - except when for the few days when there is rioting in a couple of Paris areas, usually sparked by unsympathetic policing aka taking down drug dealers whose gang members react violently.

There is hostility in some areas from a minority, but not enough to stop agencies from working in them.

The only true no-go areas in the UK, France and Germany WERE those in Northern Ireland during the troubles. They no longer exist, partly because the Northern Ireland Police have changed since the Peace Process.

I've heard the police of Miami can't work in the whole city, as it's too dangerous because everybody got a gun and 99% of the city belongs to chicanos who shoot first and ask questions later.

Chicanos are California Mexicans.
Miami has Cubans, Colombians, Venezuelans, & Dominicans as major Latino groups.
But if all you can identify is, "not pasty-ass white and speaks Spanish" then stick with Latino or Hispanic.

No, my absoluetly trustworthy source spoke clearly about chicanos. You just don't wanna know the truth that chicanos are now infiltrating the states everywhere. Another very trustful source says they're all hidden muslim AQ sleepers.
 
I've since found out that Chicano is/was a term for Mexican-Americans back in the 60's & 70's that had political as well as cultural overtones.
I identify chicanos as Californian because that's the only place I've actively encountered people who self identify that way.
Still the essential element is Mexican heritage.
 
No-Go or Sensitive Urban Zones?

Someone can't translate French properly. The 'Sensitive Urban Zones' are those that need improvement and investment, not No-Go zones.
