A simpler solution would be to require registration.

Recently, a regular user with serious family problems posted here looking for support. She did not feel comfortable posting under her registered name because of the nature of the problems. Because she was able to post anon, she received an outpouring of advice and support. Had we not had the anon feature, she would have been denied that support.

Not every unregistered user is a troll, and many people act just like "trolls" under registered names. A jerk is a jerk is a jerk. We seem to get more aggro over unregistered mean posts, but there are registered mean posts as well.
