The only voters who buy that argument are going to vote Republican all the time anyway. And it's an open secret that they don't really care about the deficit. If they did, they'd vote for the Democrats who have repeatedly lowered the deficit while in power.

Having said that, you're probably correct that the infrastructure bill won't bear fruit quickly enough to help the Dems in next year's election. That doesn't mean it's not the right thing to do.
