PaintShop Pro is what Irfanview wants to be when it grows up. You can download a 30 trial version from www.jasc.com

It is NOT however free and the trial version dies rather thoroughly after 60 days. A registered version is about $125.

PS: Paint Shop Pro comes with Animation Shop so you can edit animated gifs. You still have to resize each frame individually, but it can be done.

Resizing is mostly a matter of typing "150" into the "new size" box for the largest dimension with IrFanview. Not to mention the browse function of IrFanview is great for viewing you pictures.
