If the avs in question are animated GIFs, then you probably need to reduce the number of frames to meet the file size limit.
If they're JPGs, check you help menu for "JPG quality setting" or "JPG compression factor" -- High quality JPGs are compressed less than Medium quality. Most Medium quality JPGs meet the 20Kb limit easily.
If the pictures are BMP or TIF format, converting them to JPG format will solve the problem.
If your image processing program can't adjust compression or convert images easily, then try IrFanview -- from www.irfanview.com -- as it can manage any of the above suggestions except removing frames from animated GIFs easily.
