It's low for various reasons, such as distance from polling locations, the lack of street addresses on reservations, and the expectation that no candidate will do anything for Native Americans. They are rural poor in mostly deep red states, so helping them vote is more expense and effort with less effect, but this is a year when supposedly "every vote counts."

If they feel a need and want to vote that will not stop them.
